About the international code of conduct for genomic and health-related data sharing

It is not very clear to me, what will happen if this code do not exist.
The code, in a sense, very broad and flex, thus it may fit in any system including a system that inhibit any type of genomic data sharing (for example: under the name of cultural background).
The code should more forcefully describe the direction they wish to promote.
